Also known as: infrastructure costs, site development costs, utility connection costs

Development costs (Erschließungskosten) are the costs for the initial construction of public infrastructure that makes a plot usable -- in particular roads, pavements, lighting, and drainage. The municipality can allocate up to 90% of these costs to property owners. In addition, private development costs for utility connections (water, electricity, gas, telecommunications) are incurred, which must be borne entirely by the owner.
