Certificate of Completion (Abgeschlossenheitsbescheinigung)

What is a Certificate of Completion (Abgeschlossenheitsbescheinigung)? Learn when it is required, who issues it, and what role it plays in establishing condominium ownership in Germany.

Management
§ 7 WEG

Also known as: completion certificate, certificate of self-containment

The Abgeschlossenheitsbescheinigung (Certificate of Completion) is an official confirmation issued by the local building authority that a dwelling is structurally sufficiently separated from other apartments and rooms. It is a mandatory prerequisite for establishing condominium ownership under the German Condominium Act (WEG). Without this certificate, no declaration of division can be registered in the land register (Grundbuch). Requirements include a separate lockable entrance and independent supply with kitchen and sanitary facilities.
